Just watched this last night. It is not the most original movie ever - it is very obviously using elements of 1984 and Fahrenheit 451 for its story. Its the future, WWIII has gone down, and the world governments realize that humanity couldn't survive another war of that scope. So they form a new society in which emotion is illegal and use a drug to suppress it, and then destroy anything that could solicit emotion - works of art, music, poetry, books, etc. They use police and these guys called Grammaton Clerics to find these items and apprehend "sense offenders" (people possessing these kind of items or people that have stopped taking the drug).
Christian Bale is one of these guys. They learn something called the Gun Kata which is pretty much gun-fu... through careful analysis of thousands of gun fights, they came up with this specific way of moving and shooting so a good cleric is basically invincible and does all kinds of crazy stuff.

The movie was blasted by critics (33% on rotten tomatoes and metacritic) but appreciated by audiences (7.8 on imdb). It is not a perfect movie but I still think it is a really good one, with some really entertaining fight scenes.. The end gunfight especially is NUTS. It is certainly unoriginal but I thought it was well told and engaging. Worth a rental if you can find it.
It is a surprisingly good movie. Very ahead of its time.
