I wouldn't say it was a poor investment, just terrible handling. They should have licensed it off the bat, IMO. But instead they take the Pre2, and make two variants of it.
The tiny assed Veer, which never had a chance of being popular, and the Pre 3 which is the fourth re-hash of the original Pre. Not only that, but the Pre 3 hasn't even been released yet except in Germany, and even then it only went out yesterday.
Some people may enjoy the slide up form factor, but HP just took the hardware designs that palm already had in the pipes, and released them (or planned to release them at least) AND took 6 months and counting to get a full load out since announcement. That was palm's problem with the original Pre, aside from hardware quality.
HP should have released the Pre 3, a 4" (at least) slate and a Blackberry form factor. (Bigger and better Pixi essentially)
They still may have ended up in the same position, but at least then they would have gone down fighting. As it is now, they released Palm's pipeline, and said "Welp, that shit didn't work. Shut er down" and that sucks because I loved WebOS, but the hardware was too unreliable, and is now too uninspiring for me.
I'd say license it out, but it might be too little too late for that now.
