In many ways it's become a much more difficult marketplace for new bands. Unless you are constantly promoting yourself every minute of every day and keeping yourself in the minds of listeners you are easily forgotten or not making the most of your opportunities. This is why record companies give new bands such hard gruelling schedules early on. Get yourself known and keep yourself in people's minds anyway you can.
And in answer to your question about whether bands have anything more important to be spamming - the answer is clearly no. Big exciting things like albums, tours etc don't happen regularly enough to keep the message out there.
