He's already moved his studio once before, so I assume he's just moving it again. His kids are grown, so maybe he and his wife want to move out of L.A. proper. I could see someone like Steve moving to Santa Barbara very easily. It's not like he needs to be in Hollywood for any particular reason.
Another thing to consider--he doesn't release new music that often anymore, and maybe having a fully furnished studio is more of a burden than it's worth. He can do the MIDI/demoing work in a single room just like all of us do (he is a Fractal endorser), and then hire professional studios for re-amping and drum tracking when he needs it.
Since pro studios are a dying breed even in L.A., I doubt he gets enough outside clients to justify the cost.
Steve's a smart guy and learned the business from Zappa, so I doubt he's going to be willing to hold on to a money pit unless he has a good reason to.
