Well apparently there's a pretty lively market on iphone/iPad for stuff like this, so I'm not sure that's it. There are TONS of pretty impressively powerful music-making apps on iOS, whether it's stuff like ampkit/bias/jamup/amplitube, or garage band, or drum machines and synths.
Besides the latency stuff, I think part of the problem is that it's apparently much easier to design apps for iOS since there's a very limited variety of devices you have to worry about. Doesn't really matter so much for something like the Facebook app or angry birds, but if you're talking about a relatively powerful app like bias or some of the shit Korg has available, making sure it works on the hundreds of different android devices out there is probably a huge pain in the nuts.
And for the record, real pros plug their guitars into their tablets WHILE pooping.
