You can definitely do a Mesa on that budget if you look carefully, and look at some of the lesser known options. Do you need a head and cab or a combo, or just a head for that budget? You MAY be able to snag a non-Reborn Dual head for that price if you keep your eyes open, or a Single.
If you need a cab or a combo, check out the Nomad-45 (does a fairly good job of splitting the difference between a Mark and a Recto), a F-30, or a DC-3 (or F-50/100 or DC-5/10 if you happen to find one in your budget). The old Subway series is pretty good too - think of them as stripped-down Marks without a lot of the bells and whistles, but a similar gain sound.
For versatility the Nomads are tough to beat - the others are pretty flexible, too, but have less footswitchability.
