Personally, I would choose that Schecter over that Ibanez, but that's just me. You're better off getting a used guitar in that price range, and that Schecter would be a good place to start.
Seven-strings really aren't that big a deal. It's nothing more than adding an additional low string. You play it the same way, otherwise, and intonation isn't really any more difficult to adjust. Sometimes the low B string can be hard to intonate on a guitar with a regular strat scale, just because it's tuned so low, but as long as you get it in the ballpark you'll be okay.
