And I was wondering, would a Strat with texas specials tuned to Open E be good for playing this kind of thing?

A strat with Texas Specials would be good for playing this sort of stuff, sure... But tonally, you'd get something very different from this. This sounds more like a low output humbucker of sorts, maybe something P90-esq. A Strat would be a great pickup for bluesy slide, but tonally it'll be quite a bit different - more biting, for one.
Also, with, what, 4 strings...? He's probably not in conventional open E.
EDIT - also, I think you'll get closer to this vibe/tone if you tune down rather than up - maybe open D or open G.
