Having two guitars with the push-in style arm now, black and chrome, it turned out that chrome was a way looser fit. When I tightened the set screw, enough to eliminate play, the arm wasn't as easy to move as the black one.
The right fix is to use fine machine oil, aka 3-in-1 oil on the shaft. Use lots of oil and spread it around with your finger. When the set screw is tightened, the arm will still rotate smoothly. It will still stay where you leave it, if you tighten enough.
I'm posting this because I originally tried the traditional nail-polish-and-sandpaper way, which turned out to be wrong for this style arm.
