From an interface standpoint, it's the same as Windows 8 for regular x86 machines. However, due to the ARM nature, you could only install what's in the MS App Store, and then it comes with Office. That's it. It's kind of a mix between WP8 and desktop Windows, with none of the benefits of either. Adam's right; they should have just translated WP8 to ARM, just as Apple did with iOS, and Google did with Android. What is RT? Is that the OS for tablets? The kind of "in-between" OS?
I still have pretty mixed feelings about Windows 8. I'm getting used to it, but the first week was a nightmare.
